What do you mean? They were trying to pull the helicopter down?

He's probably referring to Ted Kennedy's tasteless remark in 1974 that Americans (and Vietnamese) were getting out of Vietnam "on the skids" of the helicopters leaving from the roof of the U. S. embassy.
