(edit) I think that, that money is really for "rent and machine use and materials" and that IBM gets more than it gives under the arrangement.
I ran a research effort for an oil company from 1977 to 1980. The project budget back then for one scientist and 1 1/2 technicians plus overhead ran over $650,000/year. I cannot believe that costs of research have gone down since then. $25 million does not really buy much in the way of research.

And a heck of a lot less than it would cost AMD to develop the 65 and 45nm nodes on its own.
