The CIA and HUMINT were decimated during the Clinton years. Mr. Kerry wanted to essentially abolish it by proposing a reduction of 6 billion dollars from its budget, which fortunately did not materialize.

Downfall of the CIA began in 70's by various congressional actions, after several debacles in various countries. This downsizing continued and accelerated during the 90's.

During the Clinton years, the administration was so averse to fund the CIA that once George Tenet had to personally go begging with his hat in hand for $20,000 for some equipment the CIA needed. The goal of the current administration was to build up CIA from the beginning.

It is not appropriate to blame the Bush administration for CIA's shortcomings.
