That's absolutely true. The riches are in Iraq in the form of black gold. 2nd biggest reserves of oil in the world. Neglecting domestic issues has the double-benefit of ensuring a new generation of under-educated desperately poor folks who are willing to join the military for the next war of conquest and plunder. Bush and his cronies don't want to make life too comfortable for the poor slobs, or they might just opt for another lifestyle besides the military.
