If American and ally citizens don't stop getting killed in Iraq, pretty soon Bush won't be able to outsource the reconstruction effort and he'll have to call up many thousands more guard, which is probably the way it should have been until/if he gets true security established. The Administration and Iraq leaders will continue with the elections on schedule charade until after the election, at which time they'll finally admit the truth, that the country is no where ready.
