You can bet if one of Bush's twins were kidnapped there would be extensive negotiating going on, he'd probably even order a withdraw. But when it's not his own he can afford to posture.

They were intermediaries for the terrorists, since that is what Bush calls the insurgents. We were negotiating an arrangement between the US military and these insurgents.

The truth is that we do occasionally negotiate with groups that employ terrorist tactics, sometimes above board, and sometimes (like 'Hero' Ollie North and Iran/Contra) below the surface.
