Rock, it happened in 1994,1998,2002. In 1998 Sauerbrey led by 5k votes with only 2% left (each % counted for about 5k). The TV guy on election night got Senator Sarbanes on and said to him, wow MD is gonna elect only the 2nd Republican gov in 150 years. Sarbanes response was a snicker and he say" the inner city of Baltmore hasn't come in yet", he was in on the fix also. Yep the inner city returns came in Glendenning got 10k votes and won the elction. PS Reno was the attorney general then, she didn't do a thing about it.
