All were well short of war. War is constant violence. Those were discrete acts of violence, designed to provoke the US into overreaction. Clinton wisely didn't overreact. Except for the ineffective '93 attack, where the people involved were captured and are in prison now, they were all offshore.
No comparison to 9/11 and the overreaction of the mistaken war in Iraq, which Kofi Annan has rightly identified as a crime. Bush has 20,000 Iraqi dead on his scorecard. Those aren't all "insurgents" or "terrorists". He's turned a world that was solidly behind us into a world that is solidly against us. Bush has recruited more terrorists than he can ever hope to kill, and turned Osama into a superstar in the muslim world. So who's the REAL terrorist?
