Yawn. A deliberate misstatement of Kerry's position. Once Bush is gone, then a lot of the animosity that Bush created towards the US leadership will go with him. At that point, the US CAN approach a variety of nations to get both financial and military help. Once the US troops are gradually replaced with, say, troops from neighboring Arab countries, the huge bullseye of 'USA' will be removed, and the violence will recede.

Once the failed neocon 'neocon utopia' plan is swept aside, reconstruction of Iraq can REALLY begin. You should really read this fascinating article that points out that the Bush administration DID have a post-war plan; the problem is it was a really crummy plan:
