Kerry ragged Allawi's speech which was positive regarding the development of a democracy in Iraq. Kerry accused him of flip flopping because Allawi had reported a flood of terrorists entering the country a few days ago.

1) I don't see the two statements as mutually exclusive.

2) How is Kerry thinking he will be the commander and chief of forces supporting the development of the Iraqi govt. with behavior like that?
