Allawi is working hard with other Iraqi leaders, not criminals, for the improvement of security and rebuilding of infrastructure. Waste of money to rebuild infrastructure subject to the Timothy McVeighs of Iraq. Allawi can be a lot tougher and should be a lot tougher on the criminals than the U.S. can get away with.
