Dan, actually, I wouldn't be surprised if temps are a *little* higher, at least initially, on the 9-layer parts. There is going to be a bit more leakage at 90nm, working against a slightly reduced voltage, and the process is not as mature.

There is also the luck of the draw. Some parts run warmer than others.

But, I suspect much of the difference may be due to the voltage issue.
