I vote for rank amateurs in the conception and production of the scheme. However, the potential for a piggy backed conspiracy is there. Only a possibility not an allegation until facts are forthcoming which eliminate or prove corruption beyond the initiator. Certainly with all the flashlights poking around this thing we should either get confirmation of a coordinated conspiracy soon or most reasonable people will simply forget about it.
