Sure looks like Ballmer. I never listen to his speeches, so I can't comment on the voice.

OTOH, it certainly is consistent with the claims made by Microsoft when Windows 1.0 was introduced.

I suppose it is always possible that this was done internally as a spoof. According to this link crn.com Ballmer was the product manager (if not in name, at least in fact) for Windows 1.0. Given the stressful development, he could have done this as something to relieve the tension.
