Yes, producing low power mobile parts first, as many have pointed out, is also another risk-management decision.

While I originally thought server parts would be first, I've come to see the folly in that strategy, given the longer and more complex verification/testing requirements, and of course, the fact that 130nm server parts are eating Intel's lunch just fine. (As are desktop, too, which leads back to your point, the one weakness left is Low Power mobile, so it makes sense to aim at that first, especially given AMD's current low volumes in that segment.)
