For example, Bush wanted to send out Powell to collect money from countries around the world to aid in Iraqi reconstruction. The day before Powell went to raise that money, Bush announces that the U.S. will contribute $20B and that bidding on contracts to use any reconstruction dollars collected will go only to current coalition members. So at that point all non-coalition members like France and Germany immediately decided not to give any money. That was a tactical mistake.

Its amazing how often Powell has been undercut by the administration. He must really hate his job.
