Evidence to contradict your position is not apparent. As of the ides of July 2003 W'm Buckley states he had not vetoed anything. Bush 43 has threatened several times. Ooh, by now Congress must be sooo scared.

The money shrub is spending is future money. Vetos are current actions. He's not capable of grasping how current events can influence the future.
How can you expect shrub to make the connection that present borrowing will have future consequences? He's never had to face consequences despite a long rap sheet of failures.
Consequences of failure don't exist within his limited cognitive pattern set.
That's why he's in a state of functional paralysis now.
There are no options in his pointy little head...he's always been bailed out by monied friends of family.
That's why his failure to confront problems he had toward his obligation to the guard resulted in over 1 year of total nothing in his records...going AWOL and DESERTING. He hits a cognitive wall every time his limited response menu can't deal with reality and goes catatonic and incapable of any meaningful action.
