There is a difference between asking them to surrender and asking them to join up; there was no attempt to do the latter.

Bull. They had been kept on a 40-a-month retainer under the first administrator, who was replaced by Bremer, who then dissolved the Iraqi army. This was one of the biggest mistakes committed. Don't lie about it.
