That was the company line at the time.

The truth was that a policy had been implemented of no direct changes to the database, so nothing could be done unless a program was written to do it, even if it was a one-off or infrequently used, meaning a lot of stuff never became possible because they refused to write the programs to do them or do a simple "update subject set moderated=1 where subjectid=12345"
