Perhaps both? The friend stepping on the gas obviously didn't know what they were doing. The brother getting in the way of such a dumb friend can't have been all that bright either. If you can afford the modest cost, you can get as high as you choose. Some find it helpful to take a handful before driving their car to the local boozer for an evening of fun.
