I think that's exactly right. Not only that, I'm sure Kerry KNOWS it. That's why he's presenting a flexible position on programs. He could hardly run on a platform that he was going do very little except to raise taxes and pay off the massive Bush deficits in order to get our economy back to clicking on the Clinton/Rubin track. He knows that 42% of Americans STILL believe that Saddam was behind 9/11. He's got to get elected first.
On the other hand, if Bush know it, his attitude is, by the time the sh*t rains down, he'll no longer be President and it will be some other poor slobs problem. He seems to view everything as a contemporary political problem, with no REAL future consequences.
