You're taking the word of Qadaffi? It's politics. The truth lies in the sequence of actions. Libya has been talking about this for a decade with the UK. Remember Lockerbee?

The reality is this: the Iraq war clearly states that IF YOU DO HAVE NUCLEAR WEAPONS CAPABILITY the US will negotiate with you. See Iran and NK. If you don't have nuclear weapons capability, if you don't have WMDs, if you are weak and if you do have oil the US will topple your government.

You have to separate what politicians say in public from what they actually do. Libya was not a belligerent power that caved when the US invaded Iraq. Libya has been trying to come back into the community of nations (a la South Africa which did not finally get religion but was tired of being an international pariah) for a decade.

Libya has oil. Libya needs economic progress to quell political dissent.

BTW, companies like Halliburton (employer of Cheney) and GE (parent of NBC) continued to supply Libya and other supposedly 'rogue' nations with equipment and product by skirting US bans on such trade.
