The worst abuse is faced by the 160 million dalits, who are often denied access to land or other public amenities, abused by landlords and police, and forced to work in miserable conditions.

Sounds pretty good to me. We're only talking about 160 million people in a population of 1 billion. A mere 16% of the population. It's reasonable to overlook in the largest democracy in the world.

Allow me to offer the probable "Bush" response. ~"No one said that India was perfect, if we only dealt with perfect countries we would be isolationists." Though I don't think he would use the word "isolationists", it's a five syllable word.
