I once knew a Nigerian who ran tankers. They had a scam where the tanker would make an unscheduled stop at another port, skim about 1% of the oil out of the cargo, sell for cash for the captain and crew, and then proceed to the refinery. Not sure if it was true but a good scam if you can pull it off. Due to changes in temperature the volume of the cargo can change, he said, and the skimming kept them within the range.

Hmmm.
