5. Implement system-noticed distinctions between userlevels 10-11 and 20-30. Currently, the system sees them as identical, but there are a few features currently operational that won't be available to 10/11 accounts and the list of such features will grow.

There is a section called 'folders'
In that section, one can keep old messages indefinitely.
That area is what I am referencing.
