IMHO...you've hit the nail on the head with this answer.

I don't think so! In fact, Rangel hasn't exactly been beating the drum on this - the numbers don't seem to back up the hypothesis; that African Americans are "disproportionally in harms way when there is war".

Korean War, black or African American represent 8.4% of American active duty deaths (3,075).

Vietnam War, Black or African American deaths represent 12.4% of American active duty deaths (7,241).

Persian gulf war, Black or African American deaths represent 17.2% American active duty deaths (63).

Operation Enduring Freedom (as of Sep 4, 2004), black or African American deaths represent 6.7% (9) of American active duty deaths.

Operation Iraqi Freedom (between May 2003 and Sep 4, 2004), black or African American deaths represent 12.2 (103) of American military deaths.

One out of two ain't bad. #2 hits the nail on the head. #1 holds no water.

I think Rangel's reasons are:

1. Blacks are disproportionally in harms way when there is war. A mandatory draft might even the playing field.

2. There is nothing that would galvanize the anti-war movement more than reinstituting the mandatory draft.
