Rangel's reason for a bill for reinstating the draft was put forth as a way of evening the playing field for all Americans. In the all volunteer Army, there is a higher proportion of poor and minorities. Under a draft system the cross-section would be more broadly cut across America.

Rangel argues that if America goes to war, it should include everyone. In that way America might be more careful as to which wars they would enter into. When you're sending a broad cross-section of your constituent's children to war you might be more thoughtful than if you're only sending the poor people to battle.

Of course if there was a draft there'd still likely be back door exits for the rich and well connected, like deferments for guys like Dick Cheney and Country Club assignments like the TANG for Bush.
