This is really vague recollection, but It seems they had generation capacity aroung 2,500 or 3,000, but half of it needed replacement parts that were not made available. We struggled with the local engineers to get the offline capacity in a state of repair that would sustain generation.

I am fairly certain the 1,500 figure was compared to the 5,500 capacity. Performing the quick calculation was what triggered a recallable event in my mind.
