At the time the war resolution was passed it was nebulous as to what would happen to enforce the resolution. Like the sneaky politicians they are, the neocons inserted laguage that could be construed as an authorization to go to war. Bush and the neocons rammed the war down the rest of the UN memebers' throats. Maybe that was neccessary. Maybe a man with diplomatic skills could have inspired support like Bush the greater did. I guess we'll never know.
