Clinton had plans drawn up for a pre-emptive strike in '94. You're kidding, right? Our military has all kinds of contingency plans for worst case scenarios, but Clinton was an admitted draft dodger who admitted to 'loathing the military' and who had to be pardoned by Jimmy Carter. But it was really after the Somalia debacle and after the way the Clinton administration (and John Kerry) decided to treat the first WTC bombing as a law enforcement issue that it became clear to our enemies that for all practical purposes, the US had no credible military option in the Middle East and in Asia world because nobody really wanted to go to war with Clinton.
