The French said they would veto any new Resolution. Russia & Germany expressed serious concerns about a new Resolution authorizing force. The question is WHY? The answer is their corruption & duplicity because they took bribes from Saddam & illegally sold weapons to him at HUGE profits in violation of UN Resolutions they voted for. They had billions worth of extremely lucrative contracts granted by Saddam with the implicit understanding they would support Saddam against the UN & the US.
