I have participated in meetings with China where Taiwan has been present -- Taiwan is not sovereign and does not behave as a sovereign state, nor does it have the autonomy to do so. Nor is it recognized as a sovereign state by any sovereign state. Nor is Taipei recognized as the capital of China by any sovereign state -- Beijing is the capital of China -- no country disputes this fact. Taiwan is a province of China with independent administrative arrangements. It is likely to be a slow process, but in time there will be a convergence of administrative systems.
