That's what struck me too. Reminded me of Jimmy Fallon on Saturday Night live who does an impression of an NBC executive whose hands never stop moving as he talks. Is this some eastern media elite affectation?

Do they teach this stuff [arm movements] in rhetoric class?

I'm guessing gesticulation class, the one that jocks like Terry Bradshaw who appear on TV's pregame shows apparently are required to attend, as they all seem to go into the same flurry of arm movements when they start speaking. Exception: the pregame show's host, who generally maintains a respectable level of decorum.
