It is possible that China has already had the technology, I agree it has NO sufficient experience.

There is at least one Chinese company called SinoBright Clean Oil Technologies co. Ltd. said they have the technology. Here is their web site (in Chinese). And they are testing on large-scale production now.

It is possible that there are some other Chinese companies are testing the technology to separate sand and oil. It has been a hot topic on national level.
