Yes - I am a firm believer in governmental incompetence, as the most ingrained pervasive glue, having witnessed it in real life, studied it in real life, etc.

Within the margin of error, I do believe we would be pretty much where we are today. I'd really like to believe differently but you can point to the goofs of Clinton in reaction to past terror events and warnings and his posturing towards Saddam and come to my conclusion. (Bear in mind that I liked Clinton and feel he was treated absurdly by the dogs who wasted $60 million smelling his undies.)

Pretty easy to sit back and say "coulda woulda shoulda." In fact, if Bush (or more likely some other Republican) were running against Gore today, he'd be using the same 1 liners about failure in winning the peace and getting the French LOL involved.
