I think he's under house arrest and monitored by his gov't. "raq HAD NO WMDs" Maybe, maybe not. The rulers of all the neighboring countries said he did. Ditto for Bill and Hillary Clinton and their Sec. of Defense. Regardless of weapons stockpiles, WMD development programs he definitely did have adn that was just as damning. Libya had been negotiating over Lockerbie for years but not over its WMD development programs. You're trying to dodge the facts by talking about Lockerbie negotiations.
