One of Rove's tactics is to lead with his chin.

Some of these items seem so obvious and that is because Rove has a campaign of lies and disinformation already waiting for the issue, much like having the swift-boaters on call. I think it is safe for Kerry to assume that the public will get some of these items anyway. He does need to keep hitting hard and strong on whatever issues he does address.
