Kerry's idea that Iraq was a "diversion" overlooks the threats Saddam made during the Gulf War of unleashing a campaign of terror to punish the United States, calling for a jihad and calling for militants to help to take the battle to the mainland USA. Yes, it didn't come to much at the time, but that may be merely to preserve deniability, so that he could avoid full scale retaliation. In the long run, there was ample reason to worry about proxies supplied by his labs........
