Many voted. But they voted to give the president the power of leverage, not for Bush to immidiately rush to war. Its like giving someone a gun and saying use it only in extreme emergency, and the guy runs out and starts shooting right away.

Congress has shown its trust to the sitting president, and the president has misused that trust. There is nothing more to discuss on this subject.

As for 87 billion, there were 2 separate proposals of how to pay for it. The proposal Kerry voted for was based on roll backs in tax cuts. The other proposal was based on borrowing money from Chineese. Kerry voted against it. Also nothing to discuss.
