I think what you mean to say is "Can you explain why the Kerry doctrine, as described by George Bush, would subordinate American security to global approval"? I think that's your question.

The answer is twofold, and simple.

1. Kerry didn't say what you wrote (thank God, the GOP pundits would have a field day with that grammar if Kerry said it), and I don't think he even said what I wrote. You are asking me to explain Bush's distortion of what Kerry said - a waste of our time.

2. Kerry said something along the lines of "America's military actions abroad should be justifiable to our allies (which I guess means democratic free nations, or something like that),and defensible (in other words, not irrational)". I would agree. Likeminded free countries should be able to understand why America does what it does abroad, and in general should be expected to support it.

That doesn't mean America cannot act unilaterally and without foreign country's approval - it can and often does, and I think that's great. But it means that the reasons for American military action abroad should be based on something that can be explained to and understood by likeminded liberal democracies. To argue otherwise (American actions which are incomprehensible to likeminded countries, and have limited justification to other countries, are OK) would require that you believe any country can do whatever it wants to whoever it wants even if its friendly neighbors are appalled and don't understand its actions - that's called non-stop war.

Don't fall for the GOP spin....
