No, that was Bush's baby. Clinton had all the fuel rods on camera. You obviously are as on top of this subject as you are typewriters, laser printers, typestyles, and fonts. Clinton and Carter cut the horrible deal with NK which gave them 10 YEARS to build nukes. You can attempt to rewrite history if you want; but the fact will remain that weak liberals have ALWAYS caused nuclear proliferation, and ONLY STRONG CONSERVATIVES HAVE EVER REDUCED PROLIFERATION. Period.

Under the agreement, North Korea was to receive the light water reactors and 500,000 metric tonnes of fuel oil each year while the reactors were being built in exchange for a freeze on activities at its own nuclear reactors.
