In diplomatic terms such a conversation is called a sidebar. It is a staple of business negotiations too.

Uh, a conversation between NK and the countries who are immediately threatened by it is MOST DEFINITELY NOT A SIDEBAR. Bilateral talks between the United States and NK are more aptly considered the "sidebar".

You would have thought Junior would have stayed awake for at least one of those Harvard MBA classes.

Junior has proven himself to be a very competent negotiator (at the very least, when compared to the amateur hour of the previous administration).
