Kerry never agreed on Bush's 23 reasons to invade Iraq.

Kerry has and has always had one simple stance, disarm and enforce inspections using force as last resort, and credible threat of force. If last resort, only invade with maximum coalition because we HAVE to, and with plenty of military and post-war planning.
