I know only the rough outlines of the Oil for Food scandal, so I really can't form an opinion. Paul Volker is doing one investigation and the UN is doing another?

My understanding is that aprroximately 270 companies and individuals received "vouchers" allowing them to participate (profit) from the program. Included in this list were the Cyprus born UN official charged with overseeing the program, a member of the British Parliment and others of questionable backgrounds. The list is incomplete and probably lists many "front" companies so it may take some digging to figure out who's who.

I didn't see any references to specific countries, and I suspect it would be a mistake to immediately charge governments with involvement. For example, one can't blame Texas for the Enron scandal, Florida for training the 9/11 hijackers, or Saudi Arabia because the 17 of 19 9/11 hijackers were Saudi.

So unless you have clear evidence, it might be best not to jump to conclusions. Here's an interesting link on the subject:
