Kerry spoke out in 1999, 2000 and 2001 about small terrorist cels inside the US with WMD's being our greatest threat. It was in response to those neocons who were trying to push SDI too hard, pretending North Korea had an ICBM capable of reaching Hawaii or California. As if that was our greatest threat.

The fact is, now that Bush disengaged from North Korea, they have developed nukes and smaller missiles capable of hitting Japan. But they're nowhere near long-range missiles, and as Kerry predicted, a small terrorist cell got inside the US and hit us with a WMD on Bush's watch, while Bush was asleep at the wheel.
