One is the Total US debt China holds, and the small number is the debt China required bet. Sept. 2003 and July 2004. the $30bn was included in the $275bn.

The point here is China scaled back aggressively. It is Japan, maybe EU by some degree (I did look at the data), whose aggressive buying of US debt supports the US$ value now, not China.
