However, what I have mentioned many times is that the crucial part of functional multi-party systems is the existence of a (viable) moderate center party (when majority governments are a must because of constitutional or other similar mechanisms)

This centrist party is what effectively offsets the system from unproportional power by the extreme parties.

The other thing I have pointed out is that above "process" should start from the local level (and that all of this is virtually impossible with a single-seat district system)
