The NY Post examined the frames in detail and concluded that what Kerry pulled out of his pocket was a black pen.

I dunno, maybe a black pen is worthy of a full-scale congressional investigation.

Democrat partisans are now reporting that it was a pen. After reviewing the video several times, I have no reason to say that they are wrong.
Perhaps Kerry had not bothered to check what his negotiator had agreed to. Perhaps it was habit. My biggest concern is that he was too arrogant to be bound by the agreement.
