I don't believe that an all-sales-tax financing system would be very healthy (nor is it even politically viable, considering the screams we would hear from the States and local governments....)

I think that --- as long as we are going to have income taxs --- they should be as fair and unbiased as possible.

Tax ALL income at the same rate, with next to no loopholes (perhaps limited deductions for home mortgage and charity....)
