The Khemer Rouge was not a factor until 1975, the aftermath of the American bombing of Cambodia, which had increased the guerrillas initial popular support.

In 1979 Viet Nam led forces that removed the Khemer Rouge from power in Cambodia.

I don't think anyone in Cambodia or Viet Nam could have possibly anticipated Pol Pot's horrendous reign of terror.

An attempt to blame the Cambodian genocide on a little known aspiring politician's speaking out against the war is akin to the theory that a butterfly flapping its wings in China can trigger a series of events that eventually manifests itself as a hurricane the the Carribean.
